It's a local authority run refuse disposal facility. A place to take large or "unusual" waste that wouldn't fit in household dustbins.

Yep.

We call it the tip or the dump, back when we could just take a whole heap of stuff and dump it.

Think the official name is "Recycling Centre for Household Waste". Doesn't sound so good though.

i may have sold it to him we were marin dealers from 1990 till close and marin only allowed one in each town ill ask alex if he knows him the story seems to ring a bell!

and a tip is a dump recycling centre etc!
