By a previous owner yes, like 90% of fat chance's unfortunately.
Any high end steel retro frame from 80/90s etc is prone to rusting out ( FROs, Marins etc ) if not looked after ‘properly’. Replacing the rusted seat tube with a smaller 27.2mm diameter seat tube will make the frame ride softer like a Wicked/Yo hybrid. This could appeal to an older rider who will maybe appreciate a bit more rider comfort. FAT were masters of fine tuning ride ‘feel’ and handling using differet spec/diameter custom tubes.
FATs were always expensive artisan made frames and in general people tend to look after them and some have been enjoyed by many owners like fine sports cars over the years. I rode my 89 Team Comp countless times touring Ireland in soaking conditions, riding it through streams in the Lake District with a mate, where it never stopped lashing down. He incidentally had a one week old Clockwork that had a head tube failure which ruined his trip. I always used rust protection in the seat tube from new, greased the post properly ( oil rig black grease ) and took the post out and tipped the frame upside down sat beside a radiator all night. Its still rust free to this day !
The steel frame failure rate imo is in low single figure percentages and I have looked at thousands of FAT threads over the years being conscious of these things ( no drain holes in the BB etc ) . Crawling over the Cogs site back to front many times - nerdy or what ? FAT CITY CYCLES made around 20,000 frames in total, including all the ones we know about with tube replacements on RB, FATCOGS and FB etc and it’s nothing unpreventable or unique to steel FATs.
Will make a stunning build which will undoubtedly bring a lot of pleasure to its new owner.
