I think the difference is that in Italy they have all kinds of restrictive rules and legislation that everybody just ignores most of the time.
I rode what was basically a 'cross bike at last year's Eroica and saw at least a couple of others doing the same, and nobody caused any problems about it.
I'm not even sure what would happen if you just turned up to EB with a bike that breaks their rules - having paid 50-70 quid it would be a bit pathetic of them to turn you away.
