Dutch/Belgian frame experts help please

My latest frame is badged up as a Clemenso, but with a Belgian shop headbadge rather than Clemenso head badge.
However it has H and H in a heart engravings. Clemenso have C and heart engravings.
A likely candidate is a Van Herwerden from Holland, they have all variations of H engravings. And has been refurbed.
Though I found out last night that Clemenso was previously known as Hercka....pre Italian'esque name change. So H for Hercka?
Not sure of the tubing yet. 27.0 seat post. 5 hole drilled BB shell. Over BB cable guides. BSA thread. The forks are not original.
Any thoughts?

The lugs are Bocama. Still need to identify the tubeset. 27mm post
Seat and down tube are approx 29.2
Top tube is approx 25.8
 
Here is a link to pics of a Hercka.It doesn't seem to resemble your Clemensa much. Those H's on the head tube lugs I have seen on old van Herwerden road bikes. It could be one, but a hundred procent sure I am not. You could try emailing van Herwerden.

The details of that particular Hercka suggest the frame may actually have come from Martens in Zwevezele.

I believe the OP's bike is likely to be a Hercka. Those circular BB cut-outs were also used by Clemenso, as was the heart in the logo:

So Van Herwerden have said no, but their man who's in the know! suggested Hartman.
But I'm leaning more towards Hercka.
The fact that it's ended up in Clemenso decals, the heart that Clemenso use and the bb I've seen on another Hercka.
