From that era it usually means a frame with more class
back in my day (the 70's) the usual culprit to remove the chainstay bridge was Aende / Pongo and quite a few of his frames broke (allegedly) but the advent of stiffer BB shels seemed to alleviate the problem.
Doesn't help with ID I'm afraid but does raise the bar
