The price does sound a little high, but on ebay prices can get very silly and given that it seems to be rust and corrosion free, plus the problems of getting something delivered to you then it seems alright to me.

Plus the fact that it's got bar end shifters rather than downtube shifters would add to the value a bit.

Is it a 531 frame? (Not sure when Galaxy's changed to newer tube sets) My last galaxy was a late '80s 531st and being my first steel bike was a dream to ride.

Yes, it's 531 - it is lugged. The frame is identical to the Super Galaxy.

Later (non-531) frames are welded.
