Sorry to sound 'weird', but are the front forks supposed to be like that? They seem quite straight and the front wheel looks quite close to the down-tube. Maybe it's just the angle of the last photo.

The guy I bought it off way back then did say he used it for Time Trialls near Diss Norfolk so it coulf be a purpose built Time Trial frame by Dave Russell

I don't like saying *strip for parts, but that's exactly what you should do.
People on here are too tight to pay for quality. Omas parts are very much sought after especially the big sliding bottom bracket and the hubs. The Omas bits you have are worth 250 online anyday. You'd get at least 150 for your frame and another 150 for the finishing kit.
