Maybe they should have 2 classes for people in the cycling racing world, one for clean people and one for drug users...
 
I remember Shaun Palmer saying somthing like that in the 90s - I'm sure his terms were Stock and Pro-Modified.

but that wouldn't stop doped people trying to compete in the clean class would it - you'd still have to monitor the clean class to ensure its clean which is exactly the same as now. The whole point of doping is that they want to win so in their minds it's best to be a doper against a bunch of clean riders rather than against other dopers.
