Does anyone know anything about Condor's frame builders in the early 1970s....1972 to be precise.

It is a Baracchi 531 DB which is lugless....serial number is 7274 (fork column and NDS rear dropout)....Had the serial number been V7274 it would have been built by Vince Edwards (Rondinella)....all their frames were built in the UK and lugless frames were not common and it is a TT frame...the dropouts are Zeus and not Campagnolo....The only name that springs to mind is Tom Board....Does anyone have idea or know anyone who might....photos below.

Didn’t Bill Hurlow build frames for Condor 🤔
Yes but he had finished by 1968 with the exception of 'specials'...but I associate BH with the Superbe frame and their exquisite ornate lugs....but the Baracchi was a 'special' frame due it's lugless construction.

Hurlow built Condors generally have a curved brake bridge on the seat stays, as you say Vic Edwards frames have a 'V' in teh serial, Tom Board built for them, as did Dave Yates and Nigel Dean (but later than this frame). Have you asked Condor, they have some frame records IIRC?
