According to my tape measure, the Seat-tube is 14.5" C-to-C, 17.5" C-to-top.
Top tube length C-to-C (actual top tube) is 22.5"
Effective horizontal top tube is 23.25" C-to-C
Looking on the Cotic website (if you search for Cotic Soda, it takes you to info page, even though the model is discontinued), these are what they quote for the Soda. I think it's pretty much exactly the same as the original Cotic Soul.
Trust me, it handles beautifully. I'm 5'11", and am towards the upper limit for this size bike. I prefer a small chuckable frame, and this is what you get with a Cotic.
