Cannondale C2000 1994 over size heat tube and weird fork

Just got this (my first Cannondale). Unfortunately it’s been upgraded and has lost its original components. Couldn't find much on the internet, It’s listed as a commuter in the catalogue. The catalogue says it originally had wooden bio-degradable mud guards, I wonder what happened to them!

It's headshok it's a nearly 1.5" you can get reducers to use normal forks and stem.
