Looks to be some generic frame with bottom end parts on to me, just happens to have a square down tube and slightly square stays.

The parts I can make out aren't anything special, so I doubt the frame is anything exotic either. Are you looking at buying it?

If so, if it's cheap and your looking for a low cost run-about, fair enough, but if your looking for something a bit special, I'd look elsewhere.
 
The air in the tyres is the most expensive part of it, if cheap £50 then buy, assuming parts are usable, any more think hard.
