Can you identify bike in background.

So this ad in craigslist is selling an old Raleigh bike.I noticed the red bike in the background.Was going to ask if its for sale.Is it fillet braced?Also noticed under chain stay brakes,mid 80s.Any thoughts?

Thats a 24"-25" frame, for the taller rider sure but not 7 footers, they'd need a 30" at least and thats custom only territory.
