Can I bond this stay into a lug?

The one in the original photo is a British Eagle, I also have an Alan frame and they are near identical. The cable guides are different and the seat stays are ever so slightly different but they’re 99% identical.
 
Is no-one seeing the fact that the stays are bolted together at the seat ??
we see it but how is it actuated? I have not had one of these in my hands, so no idea on how it would actuate but also the thread form could just be used as a bonding surface finish.
 
I would guess it's some sort of threaded shaft or grub screw that is either threaded into (so one on each side) or straight through (most likely) the seat tube lug to give some mechanical strength to the joint and a surface for the glue to bond to.

This is what I thought too, there is nowhere on/in the lug to access this so I really don't think it's meant to act as a screw with a head. It's completely encased.
 
Now...I've just come across this. I'm no expert but surely there are limits to Loctites super glue capabilities 🤣
