yes it's a first model year Zaskar...back when they were sold as a frame set only with the 2x4 fork.

I'd say '91 – The 3D forks were first seen in '91, U-brake means no later than '92, but the flip-flop stem has a thicker profile than the '92 stems (much more heavily ovalised in '92) – I go with 1991

Well since the serial number posted above is 0291...I guess we all know it's a 91. The fork in the picture posted above appears to be a 2x4 fork the predecessor to the 3D. The stem is definitely also 91. Per the catalog the 1991 model year frame kits were sold with the 2x4 forks and the original flip flop stems.
