I dont think your budget will get you anything rewarding ride wise.
What could be picked up for a few hundred 5 years ago is now fetching 5/6/700+
Under £400 tends to be unloved (and sometimes a bit harsh) aluminium or slightly hefty steels
Buy the best frame you can afford and worry about the groupset later. Shimano compatible 10 spd can be very cheap to buy and compatible with most older 8spd wheels although STI can be a bit eye watering.
The only performance differences between the groupsets are the physical gaps between the cogs. 7spd shifting is going to be vastly 'slower' when compared to 10 simply because of that huge gap between the ratios. Modern shifting feels near instantaneous.

Definitely go for classic steel if you can. I have a collection of early 90s cracked alloy road frames! There are plenty of British-made quality frames out there for good prices, Orbit, Dave Lloyd, Cougar, etc, or shop branded ones like Ribble which are usually a bargain.
