What is that line going upwards from the lower weld? Another crack? It seems to point to one of the upper cracks.

No it isn't, but there are three other smaller cracks from the lower lip of the head tube as well. What a mess! Its becoming increasingly difficult to believe the seller (a bike shop owner no less) did not notice the cracks when listing the frame...

I did hear back from Chris DeKerf and Paul Brodie regarding repairing the frame. One was pricey, the other was no dicey. There is a frame builder here in Victoria that is willing to tackle the repair as well (press fit steel rings around exterior of head tube top and bottom) for a reasonable price. There wouldn't be a need to re-paint frame at least. But I wouldn't feel all that confident about the entire thing exploding at some inopportune moment (like at the top of a 20 foot rock wall descent for instance).

I was wondering if it would be possible to press fit a steel sleeve inside the aluminum head tube, and reduce the diameter from 1 1/4" to 1 1/8", as well as the external rings. That might make me feel a little more confident. Anyone have an opinion on this?

No advice but my guess is this fault is why the frame has been hanging on the wall of the shop all of these years. It's possible the fault was forgotten although surprising no-one noticed it when packing it up for you.

Personally I wouldn't feel comfortable unless that head tube was replaced given what you've said about the other cracks.

The other two are good as well and painters at the same time

Now that actually makes some sense! Replace the head tube, preserve some of the heritage of the frame colour. It's gonna depend on how much moola I get back. Still want to salvage this situation...

You've got DeKerf and Toxic Harrold in your backyard so you have the talent to make it right again. Like you say ... It's $$$$ now. PayPal favours buyers so I think you'll come out on top.

If it was steel I'd tell you to send it here and I'd take it to Malcom at Bisegal, than to Quy for a new coat.

Here's an update,

the ebay seller has refunded me 75% of the purchase price, so I'll get back about 55% when you factor in shipping. So I'm out $250 US, but get the cracked frame, and the components. The components are probably worth at least $300. Overall I am happy with the result, but still sad about the frame, I was really looking forward to building it up. To repair it properly, I'm looking at a head tube replacement and a repaint. That will probably cost over $500. Its not something I can take on any time soon, finances can't handle it right now. Or, I could get the head tube reinforcement rings press-fit on the top and bottom of the head tube for $200 locally, hope for the best and preserve the original paint. I am leaning towards that option, as the worst that could happen (aside from breaking my neck) would be a worse-cracked head tube...
