One brand that Moore Large did distro for was Diamond Back. Their in house brand though was Emmelle (meaning ML =Moore Large) according to posts on bmxmuseum. The indent in the chainstay for sprocket clearance is not a feature you would expect on a higher end cro-mo bmx frame imo. 1" or 1 1/8th" aheadset headtube would possibly give a clue to date it but then again some catalogue bikes still had 1" headtubes way into the 2000's. AD990 mounts so not old school era? Nice chrome frame though. Build it up with cheap s/h ebay parts and scoot around on it.Distributed by Moore & Large, might be worth seeing what brands they do/have done in the past.
