I'm fairly sure that it's one of the allowed tools for keiren races in Japan. They are carefully controlled and I seem to remember they aren't allowed out of the circuit, so they are pretty rare.

Not 600 dollar rare, but a real one in Japan might sell for 100 notes.

Reminds me of the hipster bike luggage that gets used a couple of times, but cost more than a week in a hotel
