No it isn't, the Celeste one is top of the range, the blue one not.
Does colour matter ?
I assumed they both use the same frame material
I assumed this was Deda Zero.
 
Shape certainly looks like that Deda Zero era frame, although the tubing decal is not the same as this one.
Yes the yellow one has same decal as the BLB one
The BB shell should be etched / forged with Bianchi but can’t see it in the blue Italian sale

My yellow-frame Bianchi Nth is a 1998 and is Reparto Corse. The frame material is called "ZERO 18 MCDV6 H.T. Micro Alloyed Dedacciai" and is (surprisingly) conveniently listed on this website I recently found here: https://www.strongframes.com/bicycle-frame-tube-information-1999/

All of the tubing of the frame I have is cylindrical except for the down tube which is polygonal/trapezoidal in shape. Also, the bottom bracket housing has "Bianchi" machined into the surface.

Regarding the bike in question by @ibbz , I am located in Switzerland and can help facilitate a purchase if needed. I recently helped another member buy a titanium IBIS Bow Tie here locally which went to Malaysia. No worries!
