the paint on them is thin on the ends it could be the posts flexing and cracking the paint then only real way to check is if you strip the area down around it

agreed... apply a small blob of paint stripper to a cotton bud & remove the paint from the affected area.

Yes, and for painting it properly: selecting the right primer, preparations, getting things to stick etc
