Do you have more than one user configured? It may be that another user on the Mac has created and restricted that folder. Alternatively if you have deleted a user it may have the same effect.. Not 100% sure but that is definetly a permissions issue on that folder.

Have now opened the folder it was my pass word. In side are lots of foreign language folders (English too) that i had to un lock but nothing in side (or invisible ) :roll:

Just had a look at the same folder on my mac.. (System/Library/User Template) Its restricted the same as yours. I would imagine that it is a system critical folder that apple lock down to prevent you from spooning something up? I wouldn't wory about it!
