Anyone recognise this frame feature?

An Ebay purchase not yet received. I was sure I'd seen this before, but I can't find anything now.
Seems to be Reynold, simply as there are 'flying' R's on the forks
Anyone?

Probably a mad guess, but I've seen similar less refined efforts using this method to mend/reinforce a broken or cracked frame

That was my gut reaction also…hiding cracks etc…..

My first thought too... Can't think of another reason for it? Depending on the damage and how well it has been repaired, it should be ok. Or not... Hard to tell
