Brilloaul, you could use paint stripper, right down to the bare metal. Or maybe find a local Powder Coater who'll grit-blast it, again to the bare metal. From there you have choices:- powder coat, tough strong and very very long or respray which is pricier but considered better (by many). Especially for a venerable old frame like yours which deserves the best treatment possible. Many on here have experience of either. Complete DIY - check out - or ask, allenh - he's a respray diva!

I had it down to the bare metal and coated to prevent rust returning. My spray can effort is not great so know but I think I’ll see if it is mechanically sound after I’ve added new bits first 👍
