You want a pin spanner, i.e park tools SPA-1, SPA-2, SPA-6, or, if you know the BCD exactly and it's 29mm (which would make your inter-hole spacing 14.5mm, not 13mm) HCW-4. they all have ~2.3mm pins.

Your LBS should have one of these, at least. If not to buy, to borrow. Otherwise, Amazon.
