Amp B4 build help - stuck and shearer bottle bolt.

I took obsession of an AMP B4 yesterday and have proceeded to take it apart to do a full nut and bolt rebuild. I happen to have lots of spares so I'm covered on that front.

This is my 2nd B4, the other is in the garage and stalked due to a stuck and rounded tank bolt. I'll get to they later.

I have a similar, but hopefully smaller problem with this frame. Previous owner replaced the bolts holding the brake cable mounts with alloy cheese ones, they were already rounded before I got my spanners out.

I managed to get one out by cutting a slot and carefully unscrewing it, yay, but the other was not such a success, the top sheared off and has left very little of use to wind out.

How can I get this bolt out? I'd go the easy out route but I can't get a drill in there due to the frame being in the way.

There's also no vent hole down by the BB so I don't want to get anything stuck in the tube. There is a small hole at the head tube so as long as only small remains fall through, I should be able to get them out.

I don't want to mess up the threads as the cable guide bolts in there.

Once I've got the bolt out, the plan is a deep clean, polish, replace all bushings and pivots with new, bolt back together, new decals and from there decide if I'm going to run discs on the frame and BLT forks I already had, or run Vs.

Once you have one of these in bits, it doesn't take up much space ;)

What is the relation between the bolt and rivnut? Are threads in good condition - corrosion, galling, siezed?
Annoyingly there was a bit of bolt movement before the head sheared so threads should be ok assuming I can remove the bolt without damaging them.
 
Enough space for a Dremel? Mine came with a flex shaft extension that'd likely fit... If I were wrestling with this I'd probably try & cut another little slot with one of the grinding burrs
 
All of the above but think drilling with suitable gear likely to be the answer unless someone could TIG something on? M5 getting very teeny tiny sketchy though!
If you are going to try drilling it (with and angle drill / attachment) you might want to employ an automatic centre punch to get it centred as you won't be able to get punch and hammer inline either.

Like to the look of the Dremel 90deg head suggested above - I've just put one on my Christmas list!
