If I'm not terribly mistaken, that is a 1995 Homegrown Factory Team frame, the top-of-the-line one. The second-best version had the colours inverted, with black main triangle and red rear triangle. It was specced with as many US-made parts as they could manage in 1995, with the only Shimano parts being the derailleurs and cassette.
It came with black Control Tech seat post and stem (the longest stem I have ever ridden) and silver CT handlebars and bar ends, SRAM X-Ray shifters, and black-and-silver Avid Tri-Align brakes and brake handles. White Industries hubs and crankset with Sugino rings, Sun rims (I think) and a RS Judy SL.
I used to own one, bought it new in Colorado on my student loan at a very forgiving exchange rate (and instead of a car).
