It seems that way,rear mech,brakes,hubs look campag also,chainset looks a bit like my xc pro. Looking at the sticker on the forks,there made from Tange Prestige tubing,it's probably Prestige throughout.

The vendor tellls me he is 5'7 and inside leg of 29"
So thats the size person it best suits.
.

with the saddle pushed all the way forward on the seatrails, I'd suggest he might have been better off on a smaller frame, or at least shorter toptube

I don't think that could possibly be a 20.5" frame. I have the exact same dimensions and on a 20.5 inch frame the amount of exposed seatpost would be only about 3.4 to 4 inches max!
