For widening the stem clamp there is this old trick: inserting the screws form the opposite site into the threads and then something like coins into the gap. By tightening the screws against the coins you can widening then the clamp carefully to make space for removing the Riser.
A bit of grease might be also helpful.

Success! Was clearly being a wuss on the clamp widening.

In other news, the mechs have cleaned up nicely.

Cleaned up and all back together with new brake and gear cables, brake pads and trued wheels.

I've swapped out the crankset, grips and pedals and everything else is as I bought it.

You'll note from the seat post height that it may be touch too small for me.

how tall are you? Was fairly common back then for the seatpost to be up above the handlebars

I am 6'0 and even on my 19" bikes this is the case

Yours is an 18? Definitely on the smaller side for your height but if you can ride it then let it rip
