I would ship him the stem back. If it´s not crooked and you are hallucinating, the loss is on you. If it´s the builder fault, he delivers it back to you, cap installed, bolt in place.

PS: stems are not comfortable. Position on the bike should be and stems get you there.
I'll think about it.

p.s. Differently designed/constructed stems offer different amounts of stiffness and pass on vibrations differently. That's what I mean.

A handlebar can dissipate some of the vibration but most of all, the less weight you place on the bars the less beaten will be your hands and joints. Even a dirt drop set up can be an excellent way to protect your hands and joints. Stems, short stems won´t do much good.
 
Well, I checked again. And came to the same conclusion.
I also checked my arms and they are way worse.
Right now I'm thinking of keeping it, so I can eventually sell it as the only misaligned Brodie bicycle part in history :)

It's not easy to see that it's misaligned from the side. For information's sake can we see a "gratuitous full frontal" shot? That way we could compare it to the fork crown and see how far out it really is.

did you put the Wasserwaage (i dont know what its called in eng) on the clamp too? without the bar?

It‘s called spirit level.
I did not. I saw the misalignment by eye.
Putting it on the clamp itself would be less accurate. So no need to do so.
