Metric tubing, weight 2200g at 54c-c(didn't check)? Seat post 26.2mm
Serial on bb, "78 O 045210"
Stamped? dropouts with hanger and "grid pattern" on the thick part around the mouth. Simplex?
Brake bridge is reinforced with "ears" and made of sheet metal rolled into a tube and brazed like on Lejeune/Carre frames
Lugs look like bocama competition 78, but I think are not those. Fork crown with flat top.
Threads are at bb BSA and headset ITA. No slot for lock ring but filed flat on the steerer tube i.e. french
Repainted, original color was silver/grey
Campy bb and hs top/lock nut is also campy the rest of hs is not
Drivetrain is campy Nuovo Record(rd & fd 78, cranks 68-72). Brakes are weinmann 605. Cockpit is SR, 22.2mm

I'd say Gitane or Peugeot

welded crown appears below calibre of balance; do fork ends match dropouts?

tubing likely something from Ateliers de La Rive

1978 slightly late for absence of bottom bracket cable guides & downtube H2O

have you considered possibility of a CH or BE origin?

the chainstay stop and pointed stay ends are more consistent with products from those lands than from FR

You are on the right track about it not being French but it's not Swiss or Belgian, still made in Europe though. I gave the serial and it's location in the first post. What do you mean by "below calibre of balance"? :)

I think it means: the curtains don't match the carpet', ie the forks are quite a bit low end compared to the frame
