    Depends om two factors, IME: sag of the saddle and your position on the bike. If the leather is sagging a bit, tilting it back helps you to stay comfortable. Same when your bars are closer and you are more upright. I'd start with the saddle level with the ground and work from there.

    A certificate isn't especially expensive. Some are even free, IIRC. But they do expire, and subsequently a new one needs to be installed, which requires specialist knowledge of and, more importantly, access to the system at a level that is usually restricted to system engineers.

    If it were mine, I'd indeed be tempted to install the widest tyres that fit, drop bars and a pair of cheap 3x7 brifters. And a set of cantilever brakes, as the v-brakes don't play nice with the brifters.
