was in the same boat recently - 94 forks will do fine - no change on the specs between 94 to 97 essentially so any of those years should be good (earlier P2's are not suspension corrected so will be 15mm shorter AC) if threaded just double check the head tube length, - 140mm sounds about right...

steerer extensions are generally done by chopping the existing steerer above the butt in the tube and then joining a new steerer length to that with some sort of press fit sleeve inside to help bolster the joint - then it all gets welded and sanded - theres a great video on Paul Brodie's youtube...

if it was me I'd just clean them with draino and accept a fairly 'rustic' surface finish I think - those V8s would be a total PITA to polish i think with all the nooks and crannys...

if the bolts and spindles have any rust then leaving them in a jar of vinegar over night is generally a good and cheap way of getting rid of a lot of that - again, use some metal polish to regain a nice finish

Again, just to avoid confusion Max sprocket size != capacity :) they are two different things. Cage length mostly affects max capacity only (ie the ability to manage chain tension over the entire range) max sprocket size is mainly down to how far out you can manage to get the derailleur guide...
