I remember Colin Lewis, in a 'Cycling' training article, saying having your levers like that was like riding with a pair of six-guns. He recommended levers were a lot lower.

I've a suspicion that they could be French - but I can't remember the brand. I also think they were around in the 80's. One of the first 'minimalist' mudguards on the market.
