My $.02, judging from the rear entry SS specific dropout, this was a mid to late nineties frame, and likely suspension corrected for a lot more than that Logic fork.

First off, the 'sheets' aren't going to provide tension. They're simply plastic covers glued in place over the kevlar cord to prevent debris from reaching in and doing damage. The cord is what make the wheel round, replacing the spokes with tension wound throughout the wheel. Hence, "tension...

I did it with Alivio shifters. Had to drill a new hole to make sure the ones from the shifter aligned properly, but it works fine.

Cool. Looks like a 92 Pro FRO. Nice transition frame with a few old [FRO] details and a few new [Pro FRO] details. Welded cable stops keep it in the 92-range, but the Tange tubing, derailleur pulley, and pinch-bolt collar push it past being a FRO.
