I picked up this bike and cannot ID the frame. All the components hint at a Raleigh, (Raleigh branded Weinman brakes\Raleigh cable guides under the BB, Custom stem\chainset etc) but because it's had a coat of the dreaded hammerite there's not a lot to go on. Nice chromed forks, reasonably light...
