I think the rims are just regular 700c. Any narrowish tyre for that size will fit. I think some are marked as 28". But thats to do with other sizes of tyres and rims that are in the 700 series. Sheldon Brown has an article about rim sizes. I think its also where 29" mtb wheels come from...

yeas I would say the racer is for a young girl. 24" wheels are ussually for around 11 to 14 years old. I had those simplex shifters on my Viking. I carried a stubby screwdriver in my pocket as they kept on loosening off. That gents Raleigh is a handsome bike. Looks like early 80s too

if you look up wheel videos on youtube you'll see a lot of people with loud hubs. think cause the construction is different from shimano hubs is why it makes more noise. I dont like loud bikes. Im not sure if putting more grease in it is a good idea. As it might gum up the parts.
