Xi'an changda titanium

They've been around for a while. They're the main titanium fabricator for a lot of the web-based micro-brands (Skyde, Spicer, Setavento) that have grown up in the last dozen years or so, and they also sell under their own name. They'll build custom one-off frames if you supply the dimensions.

Have a google for "XACD", and you'll find a lot of accounts of custom builds. They're certainly very inexpensive if you want a custom titanium frame. The drawback seems to be a lack of comeback if things aren't quite right:

Hmm tempted to get in touch with them I am likely to be in Tianjin and Shanghai later this year. Not that either of these cities are nearby...
 
I have ordered a stem, bar and a seatpost there. It all looks very tidy. Recently i did an inquiry for a new stem and was thinking about a new frame. In the next day mr Porter provided som CAD drawing whlie I only informed about a price and gave him the angles I wanted!
A complete custom Ti frame would cost me apporx USD 645 If I remember correclty.

Unfortunately I had to cancel the order. Within an hour I received a mail from him telling me that &*(&^^ and *(^%*&^oh and I forget... He also told me to *62%%^$%$

I wouldn't order there anymore based on this experience.
