It doesn’t have to be red, I could get any colour to be honest and get it re anodised. Had loads of bits done

Bolts look a bit chewed up, and rail clamps look to have been used.

Thinking about it, I'm pretty certain it has never been inserted into a frame by the looks of it but from what you pointed out, it appears to have had a seat attached. That's my best guess.
