On some older forks spring and damper is one assembly, there one side can be empty, but it is hard so set up by the lack of influence about the damping mechanism. If you have a newer (I guess) 2001+ model with dual air unit the dual air is just a spring, not a damper. The dual air unit can be tuned to loose weight, but not removed. On the damper side, there are mainly two types. Motion control with lockout + rebound and the pure delight damper from race models, with rebound and a third air chamber to influence the damper characteristic with pressure.
Depending on the type of cartridge both can be tuned again in weight and - more important - function to operate not from 50kg to 75kg like out of box, but from 22kg to a max. of 50kg for bigger kids or slim women. The goal is not to remove a not fitting damper and just let a bumpy air spring work on its own. That is not making kids enjoy the family rides more. ;-)
