WTD: Small(ish) British Steel Touring Frame

Looking for a smallish touring frame and forks (or complete) for a girlfriend build, she's 5'7''.

- Steel
- A British frame builder like Dave Marsh, Dave Russell, TJ Quick or just something with a bit of heritage
- Front and rear eyelets, preferably dual on rear
- Preferably caliper brakes
- Takes 700c wheels

Along the lines of the attached image, which seems a little pricey at £275
