I don't know if all these recommendations are specific to Orange, but if not please take into account that most people find that retro Oranges seem very small for their size. Plus as has been said, a retro Orange size 17 had a very short head tube and a short fork, so it is very low at the front.

I am 5-7 and I commuted on a C16-R size 19, which was very comfortable. I think you might find a size 17 too small for you.

I'm 5' 6 +3/4" and ride a 19" BSO (bb to top of seat tube), does that mean its to big for me? :?

if you feel good riding it then i'd say no as fit is a personal thing.
 
I'm 5'10" and ride 15-17" frames.

My 15" Cove Stiffee was one of the best bikes I've ever ridden, and my 14.5" Zaskar Carbon wasn't far behind :)

But then I don't have the saddle at "the correct height" for most of the time and I prefer the chuckability of a smaller frame (coming from a bit of a DH/4X background).
 
It is not like you live on Mars, go try them out! :)

But nothing about that helps you decide, you could have a long torso or whatever.

Go and try them.
