Conti Gatorskin 4 seasons in 25mm. Not a budget tyre by a long shot, but they are very good. I stick to the recommended pressures for the width.
 
I've not seen a recommended pressure on any tyres lately, usually just a maximum and minimum. The minimum on mtbs I ignore (who wants to run mtb tyres as high as 40psi!!!) and on the road I don't ever bother looking. Maximum is usually far too high for anything except a velodrome. Don't even know if they come with a minimum. 23s get run at somewhere between 90 and 110 depending on how good they are and if it's wet or not, 25s are 10-20 psi less, 28s, another 15 or so psi lower.

Sorry - what I meant was if you look on the box that say a 25mm conti gatorskin comes in. There are usually three pressures listed for 23, 25 & 28mm widths. Off the top of my head, I think they recommend 95 psi for the 25mm width. Yes - usually max psi on the sidewall. Pressures are a personal thing, but I went with the recommendation as I imagine Conti have done their research on this. Running at 95 I find them grippy, predictable and very free running.

If you have the space, are going to ride below 5 degrees C and want serious traction I'd suggest these.

Fair warning - they are not sprightly tires, but they do hold onto the pavement in the cold wet winters around here. I'm currently running the 26inchers on my back up mountain bike, but I have two friends running the 700c's on CX and hybrids.
 
GP 4 Seasons in 25mm (or 28mm if you can ... !!!) at 90psi front and 95psi rear with full sks guards ... :)
used gatorskins for a while but found them "slippy" in the wet when about half worn.
 
Bontrager race light all weather plus in 28mm if they'll fit. full SKS guards.
Very good. I pulled 12 bits of glass out of one the other day no punctures!

I used tem for a year and a half now and they are superb

Im on Panasonic Ribmos in 700x28c now and no probs - better half was shopping and came back with them.. Im on them 6 months with no problems so far...!

Pumped to 7 bar !! :LOL:

Vittoria Pave are great, can be had for £35/40 on ebay etc. Lovely ride, very grippy, but quite soft compound so they wear fairly quickly. Running mine at about 85psi in the wet (I'm 70kg).

Thanks for all of the replies....I have just bought a modern (sorry) Marin carbon/alu hybrid fro my winter road rides, Its mainly country lanes and poor road surface and pothole central so thinking of going for something around 28c...looking at spesh infinity or something like this:
