Will my son inherit my Stumpy?

With his usual tact my son has expressed a wish to inherit my Stumpy when I go on that never-ending ride in the sky.
It's an 18 inch 1998 rigid Stumpy in good nick.
He would probably be better accommodated on a 19 inch - he says he's 6 2 but I think he's only 6 1, but it's an 18 inch which is on offer.
I'm 5 9 and it fits me fine, perhaps slightly big for me but that's splitting hairs.
Unfortunately the seat post has seized so I'm trying to sort that out. I think there's probably an extra couple of inches there.
Also is it possible to put extra spacers on the headset to raise the bars? The bike just has the original spacers which measure about three quarters of an inch.
I would have thought it should be possible to put on at least another two spacers.
If so, are spacers easy to come by?

Its not just the size of the frame for stand over but the real thing is the length of the frame between the seat tube and the head tube.
Im 6'3" and like a Top tube at about 23 1/4" - 23 1/2" with the *standover height at 20 1/2"-21"
* Standover. Bottom braket center to the center of the top tube, not to the top of the seat tube which may stick out but doesnt denote the frame size**
** To the disagreers Take a 14" frame and weld a tube on the end of the seat tube at another 5" Does this make it a 19" frame ? No of course not as the top tube is far too short and the bars far too low.

Is the steerer/stem Ahead ? in which can you can lift it with spacers but only if theres room to do so and you need all but 5mm of steerer in the stem to be safe. The best route there would be a longer stem with higher rise. But that in itself is a problem because if the frame is too small it messes up the steering and makes it twitchy. Plus any hard braking or on a hill and he could be flung obver the bars due to having his weight too far forward and too high.

Spacers are 10 a penny ;) Theres millions of these things kicking about now.
But i'd say the frame is much too small for him in my humble onion :?
