If you want it make him an offer of what you can afford. It's way overpriced and he knows it,but that is deterring people such as yourself from offering, thinking you might be considered to be taking the piss. Don't be so Engleesh! Be Bold! Even his postage costs are $50 too steep.
If your first offer is rejected, offer $10 more. If that's rejected, offer $20 more. You're allowed three offers and given he has nowt else on the table he might just take it...
