oil height is a fairly standard way to measure oil in open bath forks...
why not a CC measure?
because when changing the oil you probably wont get it all out of the fork / cartridge..
especially if you don't take the cartridge out of the fork.
add a full forks worth of cc's on top of the oil left in the fork.. and you might end up with too much in there..
the oil height measurement gives you the same, correct amount, regardless of any oil left in the fork.
