I helped make a few of those and the motorcycles in 80/ 81 for the then BCF using Triumph twins.
Took ages to get paid for the work 😩

Edited for poor memory of date. Noel Worby was the main man in charge of the project and the work was carried out at Reg Dearden's in Chorlton cum Hardy, Manchester. The bikes were too heavy for the Manchester velodrome when we went to test them, hence they were re allocated to Leicester.

I can't recall, sorry. The track bike parts came from the BCF, Bicycle Control Freaks, we put them together but we hand made all the stuff to modify the Triumph's to the spec requirements. I remember Noel having a hard time with the BCF over it, they didn't seem to understand that some of the spec was either unsafe or un achievable and they were super slow at supply or payment. I don't think Reg Dearden's saw a penny for use of their facilities. I was more wrapped up in my motorcycle racing exploits at that time, to pay that much close attention to details.
 
One more memory.
Not long after this, I lost touch with Noel but he went over to Holland and became a top class Professional Derny rider and WC.
