BTW, the flanges are of different diameter. Should i build DS 3× and NDS 2× regarding the fact that the NDS spokes are shorter?
Wow. This is where things can get really confusing for an amateur!
Maybe not related, but one old chap I met, he replaced all the rusty spokes on his 1973 BMW motorcycle, one by one, like for like.
Whether that was practical or possible for your build I'm not sure. 👍

Unfortunatly the wheel wasn't complete, i'm building, (trying) it from scratch. I didn't have the luxury of the wheel being complete when I got it. It's a long story that I don't have time to tell just now. My son is hoping to get it back tomorrow in one piece😱.
 
I have more or less started again. With the 9 inside spokes, leading?, I rotate the hub anti-clockwise, to get some tension on the spokes and regulate their length.
 
Now flip it over and put in the next set on the other side...i assume this us what you did before. Also i wouldn't twist the hub just yet..it just adds to visual confusion trying to lace it....

Massive Shraner lacing method fan here.
You can much earlier on tell if spoke length is correct with Shraners which is the key issue. Why does Shraners help because you twist early and get leading and trailing in early.

Plus with the slots it may be fiddly to rotate hub later.

Yes Boss👍. I actually used that method the first 2×s when following a YT video. I'm open to (nearly) all suggestions, at the moment.
