Not like any TREK, Fisher or Bridgestone of that era that I'm familiar with. Non-slotted downtube cable guides don't speak of high .quality (though Zinn did use them).
My first though twas Peugeot actually, but the oval head tube residue doen't fit. Possibly just a generic Taiwanese frame sold through Halfords or some other chain.

Not so fast there!
Its identical in just about every detail to this 1986 Univega frame (a few differences but for comparison). Fastback stays are not normally 'generic' either

Its annoying me this, its MBK or Ridgeback or something like that. I can almost smell the Exage Mountain or even Mountain LX!
