Shaun, the stem is GB, noted for corrosion.
Mrs K had one on a training bike for years, I threw the expander bolt away, but eventually cut off the stem and melted it out with a butane flame.
Just remembered the training bike is a Jensen from 1966 with Nervex Pro lugs I had made for her to take to Germany.
I still can't see this as Carlton, even much modified.
